Dr. Jeffrey Cloud was born in Arlington, Texas and graduated from college at U.T. Austin. He obtained his medical degree at the University of Texas Southwestern in Dallas. He completed his residency in Internal Medicine at the University of Texas Southwestern and a fellowship in Infectious Disease at Beth Israel Deaconess Medical Center in Boston. He then completed a fellowship in Gastroenterology at the University of Virginia Health System in Charlottesville, Virginia, where he was a chief fellow. He has a Masters of Public Health from Harvard School of Public Health. He is board certified in Internal Medicine, Infectious Disease, and Gastroenterology although he currently limits his practice to Gastroenterology.
Dr. Cloud is an established and highly skilled physician, practicing in Casper since 2009. He is committed to providing compassionate medical care and listening to his patients. When he is not providing care to his patients he enjoys spending time outdoors and enjoying everything Wyoming has to offer. He is a proud husband and father of 2 incredible boys. He is a member of the American College of Gastroenterology (ACG) and the American Society of Gastrointestinal Endoscopy (ASGE). He treats general gastroenterology conditions including GERD, colorectal cancer screening, liver and biliary disease, Inflammatory Bowel Disease (IBD), and motility disorders such as Irritable Bowel Syndrome (IBS).Dr. William S. Shear was born in Washington, D.C. and grew up in Arlington, Virginia. He completed a year-long exchange in Germany through the US Congress/German Bundestag program and then attended Johns Hopkins University before going to medical school at the University of Arizona. He completed Internal Medicine residency followed by fellowship training in Gastroenterology & Hepatology at the University of Virginia where he met Dr Jeffrey Cloud. As a fellow, Dr. Shear engaged in basic science research in addition to his clinical training.
He has received grant support through the Howard Hughes Medical Institute, and NIH. He has authored peer-reviewed publications in his field, presented his research at specialty conferences, and is a patent holder. He is co-founder of a medical device company in the endoscopy space. Following fellowship, in 2013, Dr. Shear and his wife moved to Wyoming where he worked as a GI Hospitalist at Wyoming Medical Center. In 2016, he resigned his position at Wyoming Medical Center to move closer to his wife Claire’s family and start a family of their own. After practicing in Amarillo Texas for the previous 4 years, they are thrilled at the opportunity to be back in Wyoming. Dr. Shear is board certified in Internal medicine and Gastroenterology & Hepatology. His practice encompasses the full spectrum of general gastroenterology and liver disease. He strives to provide excellent, evidence-based care and carefully tracks his adherence to quality metrics. He is proud of his adenoma detection rate of greater than 50% and total adenoma detection marking him as an expert endoscopist. While in medical school Dr Shear was diagnosed with Ulcerative Colitis, a chronic autoimmune inflammatory condition of the GI tract. This diagnosis has shaped his life and practice but not defined it: “As a GI patient myself with chronic disease, I understand what a lot of my patients are walking through. We each are coming from our own place. I want to help you understand your diagnosis, and proposed treatment plan. In my experience patients who are well informed and partnered in their care do the best. As your GI physician, my simple promise is that I will endeavor to provide the absolute best care that I can. This same promise extends to my medical colleagues who entrust Digestive Care Specialists to their patients’ GI care.” Dr. Shear is thankful for his faith, his beautiful wife and their precious little boy and girl. He is excited to get back to the mountains of Wyoming and serve the great people here.Dr. Luis Angel Armstrong was born and raised in Puerto Rico. He grew up enjoying Caribbean sea-life on this beautiful island with adventures of fishing, wind-surfing, and free-diving, among other water sports. He attended college at the University of Puerto Rico and studied Medicine at Ponce School of Medicine. He moved from the island to Cleveland, Ohio where he completed his residency in Internal Medicine at the Cleveland Clinic Foundation. He returned to Puerto Rico to continue training at Veterans Administration Medical Center, where he obtained his fellowship in Gastroenterology and Hepatology. Leaving the island again, he went to the University of Texas Southwestern Medical Center in Dallas, Texas where he obtained his Advanced Endoscopy training.
Dr. Armstrong is a member of multiple professional organizations. He has been part of multiple research studies. He is board certified in gastroenterology and hepatology. He was a solo practitioner in South Texas from 2007-2024 where he treated patients with gastrointestinal diseases; focusing his practice in advanced endoscopy and pancreatic-biliary diseases. Dr. Armstrong is a highly skilled therapeutic endoscopist.
Helping patients eat and enjoy food is his joy and objective! When he is not providing care to patients, he enjoys spending time outdoors with his wife,hiking, hunting, and fishing. He is also a proud father of two amazing young men.
